Jennifer Merrigan is a co-founding principal attorney at Phillips Black, a nonprofit law practice focused on post-conviction defense, consulting with counsel in death penalty and death by incarceration cases, conducting post-conviction clinical trainings, and developing research on the administration of criminal justice. She opened Phillips Black’s Philadelphia office in 2014. Her training and background are in capital mitigation, and she has been appointed and has consulted in state and federal habeas corpus, pre-authorization, and trial cases as a mitigation specialist and as counsel. She is a former Staff Attorney and Acting Director of the Death Penalty Litigation Clinic, a nonprofit law firm in Kansas City, Missouri. She is an Adjunct Professor at Saint Louis University Law School and Washington University School of Law, where she founded and teaches a death penalty clinical practicum. Previously, she served as an Assistant Federal Defender in the Capital Habeas Unit in Delaware.
